Bubbly and blunt, she had a compelling story. In the 1990s, a younger generation of Eme members looked to extend their power beyond those yards; they saw the money black gangs were making from the crack trade and viewed the tens of thousands of Southern California Latino gang members as potential employees. âNow heâs crying,â she recalls. In Washington, D.C., five years later, on October 10, 2013, a woman named Aniela Russo appeared before a congressional health-care subcommittee chaired by Senator Bernie Sanders. It's a beef that no East Coast Crips set is exempt from. I got rid of a lot of bad habits, learned how to respect people. Born in 1971, Arlene grew up watching the areaâs transformation. Instead of threatening him with a beating, she told Marcos to take Rocky. How far the decree was intended to go is unclear, but a gang member testified that the idea was âto blast at themâ¦to go shoot them. Walking the quiet streets, she remembered Halloweens in Florencia, with drive-bys and lurking homies, and she cried. Take them out of our neighborhood.â A black drug dealer testified that he remembered âa time when East Coast and F13s drunk a beer together.â The kites put an end to those days. • RACE WAR w/ FLORENCIA — Just like every other East Coast Crips clique, the 62 East Coast Crips have nothing but hate for Florencia 13 (F13). Theyâve moved out of that street thinking and barrio code of ethics.â. It was upsetting to her that she wasnât able to get back to L.A.â, She returned to real estate, again selling houses in some of Baltimoreâs tougher neighborhoods. Meyerhoff helped her get insurance to pay for the years-long treatment, but he also served as a psychologist of sorts to her. Prosecutors contended that to issue orders, Castellanos (he did not respond to my letter requesting an interview) sent âkitesââtiny missives written in microscript and typically smuggled out in the rectum of a paroling inmate or in the binder of a cooperative attorney. The gang's growth and power really took off in the early 1980s when crack cocaine hit the streets. Crips … Arlene moved to Whittier, where others from Florence were relocating, to raise the three other boys sheâd given birth to since 1987. Houses in the area were going for hundreds of thousands of dollars. Find the perfect Street Crips stock photos and editorial news pictures from Getty Images. This feud stem from a 1990s incident, allegedly the East Coast Crips robbed the Florencia-13, of a large quantity of narcotics. Yeah I also heard that their beef with ECC became racial but apparently now they cliqued up with the Swans, Pueblos and Harvard Park Brims to fight the ECC, I heard they pushing the 6 pacc, 76 and 89 ECC out. He wanted to make sure that the fools in the hood never took control again.â She wasnât afraid to get tough. Even the babble of graffiti has quieted, though itâs wise to assume that F13 cliques, like many other L.A. gangs, remain active in less-visible criminal activityâabove all, drug sales and taxing drug dealers. When the ATF agent whoâd testified about Oso and the wiretaps took the stand, she noted that she had driven Arlene Rodriguez and a sheriff âs deputy around for an hour or so. It seemed like everyone wanted to take her out for a drink. So the girl was shuttled between family members who would have her. The East Coast Crips are currently engaged in a racial war with a Mexican-American street gang known as the Florencia 13. He also ordered the gang to attack the local Crips gang, whose members are black. âShe clearly was under a lot of stress of various kinds,â he tells me. It can get racial in the streets it just be like that sometimes, For real I peeped that but the fact F-13 who were on some heavy anti-black energy in the 2000s would clique up with black gangs and level that have adopted blood culture is surprising. By 2006, the thirtysomething mother of four sons had become a real estate agent. A gang reconstitutes every five to seven years. It was living in a shark tank,â she says. Business was good. Florencia 13 is a predominately Latino street gang located in the Hyde Park area of South Los Angeles between Crenshaw and West Blvds south of Florence Ave. Smoke this motherfucker,â Arlene began telling the homies from the Jokers, a Florencia clique. âTheyâre going to think youâre a snitch.â Over the next year Arlene moved several times around Southern California, until, she says, Castellanos sent her a kite telling her to leave. Blood n Crip hoods sometimes do be clicking up with Mexican hoods. She was lucky to be alive: Gurbel found her aorta to be clogged; he diagnosed her with Takayasuâs arteritis and handed her over to Dr. John Meyerhoff, a rheumatologist who treated the arterial inflammation. When Arlene spoke at that fund-raiser at Johns Hopkins on behalf of the American Heart Association, she found herself standing before a well-heeled crowd of 150, talking about the stress that exacerbated her condition, the heart attack, the pain still suffered, and how she had no way to afford the surgery that sheâd been told was necessary. Soon they had a crew of five guys collecting taxes from dealers in Florencia territory. L.A. street gangs also remain some of the best examples anywhere of collective attention-deficit disorder. Castellanos was named as an âunindicted coconspirator,â but he wasnât prosecuted in the case because he was already serving life in prison; nobody wanted him in a Southern California jail as the trial took place. âIf I had been treated in 2007 for cholesterol,â Russo said at the congressional hearing, âI probably wouldnât have had double bypass and aortic bypass surgery.â What nobody knew was that Aniela Russo was a former gang shot caller in hiding. Arlene insists to me that she didnât know the agent and that she was simply showing homes to the deputy, an acquaintance who was in the real estate market. Russo had undergone two surgeries to repair her heart. Arlene registered as a Republican. âShe felt responsibility. Worst of all, he was taxing the fruit, flower, and Popsicle pushcart vendors. I heard about it with LA gangs like 18st and florencia 13. Like everybody else, he called her âRaisin,â owing to her dark skin, and he acted as her protector. If you see a F-13 member online nowadays they’ll probably be wearing red. On October 10, 2006, Brandon Charles Nichols (76 East Coast Crips) and Lawrence Randel Fuller, committed two drive-by shootings just minutes apart in a blue Chevy Caprice car with a high power assault rifle, in the territory of Florencia 13 (rival gang). âIâm going to the Bay.â, So it was that on the Friday before Labor Day 2006, Arlene piled her aunt, mother, and two youngest sons into the car and drove 14 hours to Pelican Bay. âItâs really bad,â she told him. Her motherâs side of the family had been in California for several generationsâArleneâs grandmother was evicted in handcuffs from Chavez Ravine to make way for Dodger Stadiumâand was well-known in the unincorporated neighborhood that emerged around Florence Avenue and Firestone Boulevard. The tax system remains in place today, as dozens of federal indictments make clear, and amounts to the only region-wide organized-crime syndicate in Southern California history. Maybe the familiarity of the hood had more pull than the white suburb where she was still an outsider. Latino gangs had been attacking blacks for years outside of Florencia turf, in a swath of Southern California that stretched from Ontario to Azusa and Harbor Gateway to Pacoima, transforming those gangs into Southern Californiaâs most prolific hate criminals. Both were convicted of racketeering in 2015 and are serving lengthy federal prison sentences. One law enforcement official puts it another way: âShe craves attention.â. She started a book clubâthe Heart Socialitesâand became a regular during happy hour at the Grand Cru wine bar downtown. âThe big drug dealers who lived in DowneyâI didnât let them get taxed because I knew I was going to need them someday,â she tells me. Heading east, the street cut through white enclavesâHuntington Park, Cudahy, Bell, Bell Gardens, and Downeyâformed decades earlier by white migrants from the Midwest and South who found work at the dozens of unionized factories. âI was told [by Castellanos] not to get involved in any illegal activity,â she says when I ask, though of course shaking down dealers for taxes is illegal. This rivalry started nearly a decade ago when the East Coast Crips robbed a F13 drug connect of a large quantity of dope. They were a long way from that now. I know 76st ecc got wiped out completely by f13 but the beefs are slowly become just beefs and not racial wars. A U.S. Bureau of Alcohol, Tobacco, and Firearms agent testified that she concluded from cellphone wiretaps that Oso was there âto run the neighborhood,â and Arlene told me the same thing: â[Oso] was the shot caller for Tablas.â He had grown up in the area and got to know Castellanos in Pelican Bay. He was in good shapeârare for an inmate in solitary confinement for so long. Muslim Director Lena Khan Brings the Immigrant Experience to Life in, These Drum and Jazz Fests at Watts Towers This Weekend Are the Soul-Stirring Revelry You Need Right Now. âI wasnât feeling well, I had numbness in my right arm, I felt really fatigued,â she told the reporter. Maybe she couldnât resist a yearning for those days when she was queen. âI was trying to sell real estate, but my sales went down due to the stress of what was happening. The beginning of the end came in 2007 with the federal RICO indictment, alleging that Florencia 13 was involved in extortion through its taxation scheme and that it had waged a war on blacks. By 1980, the Crips were in turmoil, warring with the Bloods and against each other. Arlene partied in Tijuana and Mexicali. So, according to her, he green-lighted a hit on Arlene. The Rodriguezes were from Mexico. She did it as a mom and a female,â says Arlene. She felt liberated. He remembered their trip to get candy. Soon she was addressing doctors at a fundraiser at Johns Hopkins University and being featured on Today and Good Morning America. âThey pay you to play, you play,â Benitez says. The place was a revelation. Tablas was her protector growing up. He didnât want direct contact with any of the guys on the street. By then Florencia 13 had bulged to include three dozen cliquesâroughly 2,000 members in allâand joined 18th Street and the Salvadoran Mara Salvatrucha as some of Southern Californiaâs largest Latino gangs. So he penned âLa Reina del Barrio,â or âQueen of the Neighborhood.â, ââ¦Due to family inheritance and because she earned it//She was given the keys to the streets of Los Angeles//To run the business, now sheâs the Queen of the Neighborhoodâ¦â.
